Holsworthy is a thriving Market town in one of the most rural areas of Devon isolated from the main centres and serves an extensive rural hinterland of 28 parishes and beyond with a total population of over 9,000.
It has branches of all 4 major banks, Post Office, Medical Centre, small Community Hospital, large Bio Gas Plant and a Community College for pupils up to the age of 16. The town also has a very successful Livestock Market owned by the District Council and leased to Kivells Auctioneers.
The current livestock market does not provide for the modern requirements of the agri-business sector and is constrained by a number of factors including: location, topography, highways access and environmental impact issues. The proposed market relocation is centred around the opportunity to create a new agri-business park with improved access and facilities on the edge of the town near the existing Dobles Lane Industrial Estate. It is intended that this new site would include other land based commercial businesses and also enable investment in a skills and training centre concentrating on land based agricultural skills. The Skills Centre would be linked to local and more specialised land based teaching providers and enable courses to be provided at a wide range of levels up to and including graduate level.
In order to facilitate the market relocation and create the basis for an agri-business park the future development of the existing site needs to be considered with regard to delivering the required financial value whilst meeting the wider needs of Holsworthy and its surrounding area. It is envisaged that following the relocation of the market the current site will provide an opportunity to provide a mixed use development contributing towards the growth and prosperity of the market town.
The principle of relocating the livestock market to a new purpose built facility utilising the value of the existing site has been subject to two separate community consultation events. The community of Holsworthy have provided unequivocal support for the project which will be essential to progress from the project from feasibility to a delivery phase.

As part of the feasibility work the Joint Delivery Team has worked with Savills to design a new facility that represents a cost effective solution whilst meeting the needs of a modern livestock market. In addition we have closely scrutinised the cost of delivering the new facility and carefully weighed it up against future values that could be achieved through redevelopment of the existing site.
